UN Spokesman Pressed on ‘De Facto Annexation’ of Occupied West Bank

The United Nations recently faced pressing questions about the ongoing situation in the West Bank, a territory under Israeli control since 1967. International concern has risen over what many describe as “de facto annexation” by Israel, a topic that has sparked a significant amount of debate and criticism worldwide.

Al Jazeera’s correspondent Gabriel Elizondo took the opportunity to ask the UN a pointed question regarding the organization’s stance and actions in response to Israel’s measures in the West Bank. The area, inhabited by millions of Palestinians, has long been considered occupied territory under international law. However, recent policies and settlement expansions have intensified fears of permanent Israeli control—a process many label as annexation.

Annexation, in this context, refers to the act of a state unilaterally declaring sovereignty over a territory without the consent of the local population or the international community. While Israel has not formally declared annexation of the West Bank, its moves on the ground, such as settlement expansion and administrative control, suggest a creeping annexation by default.

The UN spokesman acknowledged the international community’s concerns and reiterated the UN’s position that any unilateral action altering the status of the West Bank undermines prospects for peace. The spokesman emphasized the importance of a negotiated two-state solution, which envisions an independent Palestinian state alongside Israel, as the only sustainable path to achieving lasting peace in the region.

Furthermore, the spokesman condemned settlement activities, describing them as violations of international law and an obstacle to peace efforts. The establishment and expansion of Israeli settlements in the West Bank are widely viewed as illegal under international law, as they involve the transfer of an occupying power’s population into occupied territory.

Despite these statements, critics argue that the UN’s response lacks concrete measures or enforcement capabilities to prevent further annexation or settlement expansion. They point out that such condemnations have been recurrent for decades with limited impact on the ground.

Israel, for its part, maintains that the West Bank’s status is complex and that certain areas are subject to security and administrative considerations that justify its actions. Israeli officials argue that negotiations should determine the future borders and governance rather than unilateral international declarations.

The issue remains highly contentious internationally, with some countries supporting Israel’s security concerns while others advocate strongly for Palestinian rights and sovereignty. The United States, traditionally a key ally of Israel, has shown variations in policy across different administrations, influencing the dynamics of the conflict and international responses.

Regional actors also play a significant role, with neighboring Arab countries often voicing support for Palestinian claims while balancing their diplomatic relationships with Israel. Recent normalization agreements between Israel and some Arab states have shifted regional dynamics but have not resolved the core Israeli-Palestinian dispute.

Human rights organizations have repeatedly highlighted the humanitarian impact of settlement expansion and annexation-like practices. Issues such as displacement, restricted movement, and access to resources continue to affect Palestinian communities.

The UN and international bodies face ongoing challenges in addressing this deeply rooted conflict. The complexity involves legal, political, humanitarian, and security dimensions that require multifaceted approaches.

As the situation unfolds, the global community watches closely, hoping for renewed dialogue and efforts that prioritize peace and justice for all parties involved. The question posed by Al Jazeera’s Gabriel Elizondo and the UN’s response underscore the urgent need for concrete actions and sustained commitment to resolving the West Bank’s status through peaceful negotiation rather than unilateral measures.
