Kyiv, Ukraine – Ukrainian President Volodymyr Zelenskyy announced that negotiations with U.S. officials on a peace proposal intended to end the prolonged conflict with Russia could reach finalization within days. Following this, American diplomats are expected to present the proposal to the Kremlin ahead of potential further discussions in the United States scheduled for next weekend.
Speaking after talks in Berlin, Zelenskyy described the draft peace plan as “very workable,” but emphasized that significant challenges remain, particularly concerning the status of Ukrainian territories currently occupied by Russian forces.
Efforts led by the United States to broker peace appear to be gaining momentum; however, Russian President Vladimir Putin may resist certain elements of the proposal, especially those involving security assurances for Ukraine post-conflict.
The Kremlin reiterated its demand for a comprehensive peace agreement rather than a temporary ceasefire. A spokesman highlighted that Russia seeks a final resolution to the war, warning that momentary or unstable measures would be unacceptable and only delay the conflict.
U.S. officials indicated a consensus on roughly 90% of the peace plan among Ukraine and European partners. Meanwhile, Zelenskyy firmly rejected any recognition of Russian sovereignty over parts of the Donbas region, clarifying that proposals to establish a “free economic zone” there do not imply Russian control.
Territorial disputes remain a major obstacle, with Putin insisting on Russian recognition of all seized areas in four key regions plus Crimea, annexed by Russia in 2014.
Zelenskyy warned that if diplomatic efforts fail, Ukraine anticipates increased Western sanctions and military aid, including enhanced air defense and long-range weaponry.
Preparing up to five documents for the peace framework, many focusing on security, Zelenskyy expressed optimism about the unity demonstrated during the Berlin discussions among the U.S., Europe, and Ukraine, calling it a positive sign of consolidated support.
