MADISON, Wis. — Milwaukee County Circuit Judge Hannah Dugan is on trial after being charged with obstruction and concealment related to her actions during an immigration enforcement event this spring. The federal case, which began Monday in Milwaukee, centers on an incident when Dugan directed an immigrant, Eduardo Flores-Ruiz, 31, to leave the courthouse through a private door while federal agents were attempting to arrest him.

Assistant U.S. Attorney Keith Alexander told jurors that Dugan knowingly interfered with the agents’ efforts, stating she was prepared to “take the heat” for helping Flores-Ruiz evade immediate apprehension. The prosecutor highlighted that Dugan instructed immigration agents to consult with the chief judge before proceeding with their arrest inside the courthouse.

The defense, led by attorney Steven Biskupic, contended that Dugan acted in accordance with courthouse policies without intending to obstruct justice. He explained that after directing the agents to the chief judge’s office, other agents outside chose not to detain Flores-Ruiz as he exited through the back door, which led to a brief foot chase culminating in his arrest.

Flores-Ruiz had come to the courthouse in April for a hearing on an unrelated state crime. Following the incident, he was deported after pleading no contest to a local battery charge.

The trial, expected to last through Thursday, features about two dozen witnesses testifying on both sides. If convicted on both counts, Dugan faces up to six years in prison.

This case carries political implications amid President Donald Trump’s immigration enforcement policies. Some view the prosecution as an attempt to make an example of the judge, who has reportedly received threatening messages. Meanwhile, prominent political figures have publicly called for strict measures against her.

The trial proceeds under the watch of U.S. District Judge Lynn Adelman, who declined previous motions to dismiss the charges, citing the absence of clear judicial immunity in this context.
