Humanity faces an unprecedented threat from the deep sea in an exciting new Doctor Who spin-off, “The War Between the Land and the Sea.” The five-part series will see actor Russell Tovey star as Barclay, an ordinary man thrust into the extraordinary role of humanity’s ambassador when the formidable Sea Devils emerge from the ocean to challenge civilization.
This marks a significant return for the ancient aquatic species, who first made their on-screen debut 53 years ago and were last seen battling Jodie Whittaker’s Doctor three years prior. Despite their long history within the Doctor Who universe, the cast and crew emphasize that this new narrative is designed to be a standalone story, accessible to both long-time fans and newcomers alike. Sources close to Millenium TV indicate the series also promises to deliver compelling commentary on pressing real-world issues.
Tovey, who previously appeared in the Doctor Who universe in “Voyage of the Damned,” expressed his enthusiasm for the project. “It’s a really beautiful, brilliant, compelling show,” he stated. “You can watch Doctor Who, or you can never have seen it.” The Sea Devils, led by the enigmatic Salt, played by Gugu Mbatha-Raw, have set their sights on a far grander prize: Earth itself.
Mbatha-Raw, known for her roles in “Black Mirror” and “Loki,” also has a history in the Doctor Who universe, having portrayed Tish, sister of the Doctor’s companion Martha Jones, during David Tennant’s era. Her transformation into Salt, the Sea Devil leader, involved extensive prosthetics, which she described as “just so detailed.” However, she humorously recounted that Russell Tovey’s dog, Rocky, was not a fan of her blue, transformed appearance. Mbatha-Raw described “The War Between” as “a wild, epic, thrilling adventure” that offers “so many compelling messages about the world we’re living in and what we can do about it.”
One of the series’ central themes explores humanity’s complex relationship with the sea, culminating in a dramatic action sequence where the Sea Devils weaponize the vast quantities of plastic dumped in the oceans, unleashing it back upon the land. Russell Tovey commended the show’s production team, noting, “You will watch this thinking a lot of money’s been spent on green screen. But there were set-builds that were unbelievable. It was so immersive.”
The spin-off is co-written and executive produced by Russell T Davies, the acclaimed showrunner behind Doctor Who’s original 2005 revival and its latest reboot with Ncuti Gatwa. Davies remarked on the long-held ambition to create such a sequel. “The BBC’s never had the budget to make a proper sequel to the original Sea Devils story,” Davies explained. He highlighted that while “these big pictures are gorgeous,” the true strength of the show lies with its stars. “Gugu and Russell Tovey are the heart of it,” he added. “It’s all about the emotion at the centre and that’s what will get you watching.”
“The War Between the Land and the Sea” serves as an early look into the Whoniverse since Ncuti Gatwa’s Doctor seemingly regenerated into former companion Rose Tyler, portrayed by Billie Piper. While a Doctor Who Christmas special is slated for 2026, Davies confirmed work on it has yet to begin, teasing that he has shared his “jaws agape” plans with network executives. The initial two episodes of “The War Between the Land and the Sea” are set to premiere on Sunday, December 7, with a global release on streaming platforms in early 2026.
