New Puppy Import Law Passed: A Game-Changer or Source of Unintended Consequences?

A landmark law aimed at curbing the illegal smuggling of puppies and kittens into Great Britain has successfully passed Parliament this week, following two prior failed attempts. While animal welfare organizations laud it as a significant victory, concerns are emerging regarding potential unintended consequences for certain breeders and rescue efforts.

The critical need for such legislation is underscored by harrowing cases. In September 2025, two tiny Yorkshire Terriers, just seven weeks old, were intercepted at the Port of Dover. These puppies, later named Pip and Squeak by the Dogs Trust, endured a grueling 26-hour journey from Slovakia in a box, with minimal access to food or water. Millenium TV learned from Katie Bryan, a Rehoming Coordinator for the charity, that the puppies were “quite shut down and a little wary of everything,” having been separated from their mother too early, hindering their ability to socialize with humans and the world.

Since the UK’s departure from the EU allowed for unilateral changes to import regulations, politicians have pledged to combat the illicit puppy trade. In 2023 alone, authorities seized 116 puppies and kittens at the Port of Dover, all found to be below the legal import age of 15 weeks. Many are brought in with fraudulent documents, microchips containing false information, or are deceptively presented as personal pets.

Matt Henning’s team at the Animal and Plant Health Agency is responsible for identifying smuggled animals at Dover. He described some animals arriving in “horrendous situations,” often crammed into vans or cars, loose, or in makeshift cages. “We’ve had them up against raw meat, up against motorbike wheels, we’ve had them under drivers’ seats then they’ve been caught in the frame of that,” Henning stated, noting the emotional toll on his team who also confront challenging behavior from smugglers. Tragically, some animals are so ill they must be euthanized. Henning recalled one dog from Romania that arrived “barely responsive” after multiple smuggling attempts, with a bandaged leg that, once examined, was a “raw stump.”

Illegal imports also pose a health risk, as these animals may not be tested for diseases like rabies or brucella canis, endangering both animals and their owners in the UK.

The new law will elevate the minimum age for importing puppies and kittens into Great Britain to six months. The Animal and Plant Health Agency believes this change will simplify the identification of underage animals and act as a “blocker” to the trade, arguing that older puppies are less appealing to buyers. Additionally, the legislation will prohibit the import of dogs with cropped ears or docked tails at any age, practices already illegal within the UK.

However, some support the principle of the age limit but voice concerns about unforeseen consequences. Rosemary Kind, who chairs the Entlebucher Mountain Dog Club of Great Britain, explained that importing puppies is essential for their breed due to a small domestic gene pool, without which they risk introducing “health conditions that we’d rather not have.” She highlighted that waiting until a puppy is six months old would significantly increase costs and be impractical for home-based breeders. Kind, working with The Kennel Club, advocates for exemptions for specialist breed puppies.

Liberal Democrat MP Danny Chambers, instrumental in passing the new law, recounted frequently seeing ear cropping, which involves removing part of a dog’s ear flap, during his time as a vet. He warned of potential infections and behavioral issues, explaining that such a painful procedure without anesthetic could make a dog “not want anyone to touch their head ever again.” He also noted it can make dogs appear more aggressive, as their ears and tails are crucial for communication.

Earlier this year, Louise Nicholson Hume adopted Betty, a Cane Corso whose ears were cropped and tail docked in Romania before she was seized underage at Dover. Despite knowing the reactions they might face, Nicholson Hume said, “we didn’t mind as long as she was happy,” describing Betty as “absolutely terrified” upon arrival, but now “very eager to learn.”

Yet, the new rules also draw criticism from rescue charities. Linda Demetriou, who manages Stronger Together Animal Rescue, which rehomed dogs from Cyprus, argues the ban will prevent her from assisting already mutilated dogs abroad, advocating for exemptions for rescue animals. “Abused dogs we find with these conditions will live life in a cage as we will not be able to rehome them to a loving home,” Demetriou stated.

Conversely, other animal welfare organizations worry that any exemptions could be exploited by smugglers, undermining enforcement against illegal mutilation within the UK. David Bowles from the RSPCA noted, “The most common thing that happens when we go and interview somebody who’s illegally cropped [a dog’s] ears is they say ‘don’t worry I imported the dog last week.’ By stopping that import they will no longer have that excuse.”

The government is currently collaborating with devolved administrations in Scotland and Wales to enact additional necessary legislation before these measures can be fully implemented. Any potential exemptions will be determined as part of those forthcoming regulations.

For those wondering about Pip and Squeak, there’s a heartwarming update. Both puppies have found loving new homes and new names, Elsa and Skye, and are reportedly settling in well.
