Human Rights Watch Reports Decline in US Civil Rights Enforcement Under Trump Administration

A recent report by Human Rights Watch (HRW) highlights a significant reduction in civil rights enforcement in the United States during the administration of former President Donald Trump. The report documents how federal agencies have substantially decreased the number of civil rights cases they pursue, largely attributed to staffing cuts and reduced resources.

The US Civil Rights enforcement landscape is primarily managed by federal entities such as the Department of Justice (DOJ) and the Equal Employment Opportunity Commission (EEOC). According to the HRW report, these agencies experienced a marked decline in personnel dedicated to civil rights investigations and casework during the Trump years. This reduction in staff has led to fewer investigations, settlements, and enforcement actions.

The report attributes these changes to policy shifts under the Trump administration emphasizing deregulation and reduced federal oversight. The administration’s approach often involved scaling back enforcement priorities and reallocating resources away from civil rights departments, resulting in diminished protections for affected individuals and communities.

Many civil rights advocates express concern that this decline in enforcement undermines legal protections for racial minorities, women, LGBTQ+ individuals, and persons with disabilities. These groups rely on federal agencies to address discrimination in areas like employment, housing, education, and voting rights.

The HRW report utilized data obtained from government records and Freedom of Information Act requests, revealing a consistent downward trend in civil rights investigations and enforcement actions from 2017 through 2020. The data showed fewer cases filed and fewer settlements reached, in some instances reversing trends from previous administrations.

Experts note that reduced civil rights enforcement can have wide-ranging consequences including increased discrimination, barriers to equal opportunity, and erosion of trust in government institutions designed to protect citizens’ rights. The report also highlights the importance of adequate staffing and strong enforcement to uphold civil rights laws effectively.

Human Rights Watch urges the current federal government to prioritize restoring and strengthening civil rights enforcement agencies. This includes increasing budgets, hiring qualified personnel, and reaffirming commitments to tackle discrimination systematically.
