How the Turkiye-Libya Deal is Reshaping the Mediterranean

The Turkiye-Libya deal, signed in November 2019, has significantly altered the geopolitical and maritime landscape of the Mediterranean region. This agreement between Turkiye and the internationally recognized Government of National Accord (GNA) in Libya delineates maritime boundaries and establishes exclusive economic zones (EEZs), reshaping regional dynamics and stirring a host of reactions from neighboring countries and international actors.

At its core, the deal controversially outlines maritime jurisdiction across parts of the Eastern Mediterranean, basing claims on a direct line between Turkiye’s southern coast and Libya’s northeastern shoreline. This arrangement effectively bypasses the Greek islands in the Aegean Sea, which has been a central point of contention for Greece and its allies.

The agreement grants Turkiye and Libya rights to explore and exploit underwater resources, including vast oil and natural gas reserves believed to exist in the Eastern Mediterranean basin. This has brought new economic interest and strategic significance to the region, further intensifying disputes over maritime boundaries among several Mediterranean states including Greece, Cyprus, Egypt, and Israel.

For Greece and Cyprus, the deal undermines their own claims to continental shelf and EEZ rights, particularly around the island of Crete and Cyprus, which have been identified as potential sites for substantial hydrocarbon deposits. Both countries argue that the Turkiye-Libya line disregards international law, specifically the United Nations Convention on the Law of the Sea (UNCLOS), to which Turkiye is not a signatory.

In response, Greece, Cyprus, Egypt, and Israel have strengthened their diplomatic and military cooperation, launching initiatives such as the East Mediterranean Gas Forum (EMGF) to coordinate resource exploration and development efforts. This alliance aims at counterbalancing Turkiye’s growing influence fueled by the deal.

The deal also complicates the Libya conflict itself. It has bolstered the GNA’s position through Turkish military and logistical support, helping it to maintain control over parts of Libya’s coastline. This, in turn, impacts broader international efforts to resolve the ongoing civil war and stabilize Libya.

For the European Union, the Turkiye-Libya deal is a challenge both politically and security-wise. The EU has condemned the agreement, viewing it as a unilateral move that exacerbates tensions in a region critical for migration routes and energy supply. It also complicates EU-Turkiye relations, which have been already strained due to issues like migration and regional conflicts.

From a strategic perspective, the Turkiye-Libya deal exemplifies the complex interplay of national interests, international law, and regional power struggles. It highlights how resource competition and maritime boundaries continue to be central factors in Mediterranean geopolitics.

Looking ahead, the deal’s future depends on evolving political landscapes in both Turkiye and Libya, ongoing regional negotiations, and the role of international diplomacy. It remains a pivotal element in understanding the balance of power and the prospects for conflict or cooperation in the Eastern Mediterranean.

In summary, the Turkiye-Libya maritime agreement is reshaping the Mediterranean by redrawing maritime boundaries, fueling resource competition, affecting regional alliances, and influencing the broader geopolitical and security context. Its impact reverberates through diplomatic corridors and military strategies, making it a key development in the ongoing narrative of Mediterranean geopolitics.
