The Trump administration announced plans to challenge a federal judge’s decision that overturned billions of dollars in funding reductions to Harvard University, prolonging a conflict over demands for reforms at the prestigious Ivy League institution.

The Justice Department filed an appeal notice late Thursday concerning two consolidated lawsuits brought by Harvard and the American Association of University Professors. This case examines the government’s influence over the nation’s oldest and wealthiest university, which has resisted a broader campaign targeting elite colleges nationwide.

In September, U.S. District Judge Allison Burroughs ruled that the administration’s drastic funding cuts violated Harvard’s First Amendment rights, citing unconstitutional conditions attached to federal funds and failure to adhere to federal procedures for sanctioning universities for civil rights breaches.

The funding cuts exceeded $2.6 billion, prompted by allegations that Harvard was slow to address antisemitic bias on campus. Judge Burroughs dismissed this rationale, stating the administration was using antisemitism as a “smokescreen for a targeted, ideologically-motivated assault on this country’s premier universities.”

While the notice signals the government’s intent to overturn the ruling, it did not include legal arguments. Harvard officials expressed confidence in their legal standing, highlighting that the ruling reinstated critical research funding essential for advancing science, healthcare breakthroughs, national security, and economic competitiveness.

The White House and the American Association of University Professors did not immediately provide comments.

Harvard has been a central focus in the administration’s effort to use federal research funds to enforce reforms on elite universities, which the administration has criticized for being influenced by “woke” ideology. Despite legal battles, Harvard and the White House have maintained negotiations. Earlier this year, discussions hinted at a potential agreement that would involve a $500 million Harvard contribution to establish a substantial trade school to train workers for American industries. However, no deal ultimately materialized, and the issue has since quieted.
