MADISON, Wis. — Milwaukee County Circuit Judge Hannah Dugan is currently on trial in federal court for allegedly obstructing federal agents during an immigration arrest earlier this year. The charges stem from an incident in April when Judge Dugan reportedly helped an immigrant suspect evade arrest inside the county courthouse.

Assistant U.S. Attorney Keith Alexander told the jury that Dugan instructed Eduardo Flores-Ruiz, 31, who had come to the courthouse for a state hearing, to exit through a private door, diverting him away from immigration authorities. Alexander stated that Dugan even indicated to her court reporter that she was willing to “take the heat” for her actions, which allegedly impeded the arrest efforts.

The prosecution’s case involves testimony from about two dozen witnesses, and the trial is expected to continue through Thursday. If found guilty on obstruction and concealment charges, Dugan could face up to six years behind bars.

Defense attorney Steven Biskupic argued during opening statements that Dugan acted within courthouse policy by directing federal agents to consult the chief judge before proceeding with the arrest. He said other agents chose not to detain Flores-Ruiz immediately and allowed him to leave the building, after which he was apprehended following a foot pursuit.

Flores-Ruiz later pleaded no contest to a battery charge and was deported in November according to the Department of Homeland Security. Before the trial, U.S. District Judge Lynn Adelman refused to dismiss the charges against Dugan, noting a lack of clear immunity protections for her actions.

The case has drawn considerable political attention, with critics accusing the Trump administration of targeting Dugan as a warning to other judges opposed to aggressive immigration enforcement policies. Dugan and her family reportedly received threatening flyers in the lead-up to the trial, while some political figures have publicly condemned her, including a state congressman running for governor who called for her imprisonment.

The trial continues to unfold as it highlights the tensions surrounding immigration enforcement and judicial independence in Wisconsin.
