Undercover Probe Uncovers Widespread Driving Test Booking Scam Fueling Desperation

A comprehensive investigation by Millenium TV has exposed an extensive network of individuals illicitly reselling driving test slots at massively inflated prices, preying on thousands of desperate learners facing unprecedented waiting times. This operation reveals that some driving instructors are being offered significant monthly payments to hand over their official test-booking credentials to these touts.

These fraudsters leverage instructors’ login details to secure numerous driving test appointments from the Driver and Vehicle Standards Agency (DVSA) system. They then market these slots on platforms like WhatsApp and Facebook, charging learners up to £500 for tests that should cost a maximum of £75. This exploitative practice severely restricts legitimate booking avenues and exacerbates the already lengthy delays for aspiring drivers across Great Britain.

Millenium TV has learned that the outgoing head of the DVSA, Loveday Ryder, was alerted to these illicit operations in February of this year. Despite this, some individuals initially reported to the agency for involvement in the scheme reportedly continue to operate. In response, the DVSA stated that it maintains a zero-tolerance policy for those exploiting learner drivers, though it does not comment on specific complaints. The agency did confirm, in a recent Freedom of Information request response, that 346 instructor Online Business Service (OBS) accounts have been closed as of November 17 for breaches of terms and conditions.

Millenium TV’s undercover operation involved posing as driving instructors to engage with these touts via WhatsApp. Payments of up to £250 monthly were offered in exchange for access to the DVSA’s booking system. Individuals operating in major cities like London, Birmingham, Manchester, and the Home Counties were identified as central to the scheme.

One tout claimed to work with more than 1,000 instructors, while another, Anil Ahmed, 34, operating under the alias “Ahadeen,” boasted of recruiting two new instructors weekly. While Millenium TV could not independently verify the exact numbers, compelling evidence linking Mr. Ahmed to the “Ahadeen” identity was uncovered, including shared phone numbers and bank account details used for test purchases. When confronted, Mr. Ahmed vehemently denied any involvement, calling the accusations “a complete fabrication,” despite responding to the name Anil upon approach.

The widespread nature of this issue is underscored by data showing 642,000 learners were awaiting a driving test in Great Britain at the end of October, with an average wait time of 21 weeks. Some learners reported delays extending to six months, prompting many to turn to these illicit services out of sheer frustration. A recent DVSA survey indicated that approximately one in three learners had used “third parties” to book their tests.

Ian Pinto, a resident of St Albans, Hertfordshire, shared his frustration, explaining that his two children have been trying to book driving tests for two years. He stated, “These people are taking advantage of kids and I don’t want my kids’ friends being taken advantage of by these guys.” Md Rahmath Ullah Mehedi, a 23-year-old student at London’s busiest test center, Goodmayes, confirmed paying a tout £120 for a March slot, noting, “Going through these people seems like the only way.” His instructor, Asif Darbar, from Busy Bee Driving School, remarked on the rarity of students booking through official channels.

Jag Singh, another instructor, recounted a student’s despair after failing a test, knowing their parents would now face another £500-plus payment for a retest. He expressed his anger over the involvement of other instructors, saying, “We’re out here trying to work, making ends meet, and these guys are sat at home making hundreds and hundreds of pounds.”

In response to these pervasive issues, Transport Secretary Heidi Alexander recently announced forthcoming changes to driving test regulations. Starting in the spring, only learners, rather than instructors, will be permitted to book test slots. While instructors welcomed these proposals from the Department for Transport (DfT), they also expressed long-standing concerns about the problem and urged the government to decisively address rogue instructors involved in the bulk booking and resale of tests, which they say has worsened significantly in recent years.
